Glossary of Terms


Agency Representative: Individual assigned to an incident from an assisting or cooperating agency who has been delegated full authority to make decisions on all matters affecting that agency's participation at the incident. Agency representative reports to the incident Liaison Officer.

Community Awareness and Emergency Response (CAER): A cooperative group comprised of industry and emergency response agency representatives working together to promote community awareness and proactively plan for response to hazardous materials emergencies.

Command: The act of directing, ordering, and/or controlling resources by virtue of explicit legal, agency, or delegated authority.

Command Staff: The command staff consists of the Information Officer, Safety Officer, and Liaison Officer, who report directly to the Incident Commander.

General Staff: The group of incident management personnel comprised of; the incident commander, the operations chief, the planning chief, the logistics chief, the finance chief.

Incident: An occurrence or event, either human caused or natural phenomena, that requires action by emergency service personnel to prevent or minimize loss of life or damage to property and or natural resources.

Incident Commander (IC): The individual responsible for the management of all incident operations.

Incident Command Post (ICP): That location at which the primary command functions are executed and usually collocated with the incident base.

Incident Command System (ICS): The combination of facilities, equipment, personnel, procedures, and communications operating within a common organizational structure with responsibility for the management of assigned resources to effectively accomplish stated objectives pertaining to an incident.

Mutual Aid Coordinator: An individual selected by the member companies to be available in the event of a mutual aid request. When requested, the coordinator assists the Mutual Aid Representative in the procurement of additional needed resources. The coordinator is responsible to interface with non-member companies, other mutual aid organizations and governmental agencies during emergencies.

Mutual Aid Industry Representative: Individual assigned to an incident from an assisting or cooperating CAER member industry who has been delegated full authority to make decisions on all matters affecting that industry's participation at the incident. The Industry Representative reports to the incident Liaison Officer.

Mutual Aid Representative: An individual selected by the member companies who is familiar with the Plan and whose responsibility includes updating the member companies' resource list, notification list, emergency contact numbers, testing the industrial emergency communications system, assure that emergency response employee training records are accurate, and participation in Santa Barbara CAER activities and workshops as necessary.

Planning Meeting: A meeting, held as needed throughout the duration of the incident, to select specific strategies and tactics for incident control operations and for service and support planning.

Resources: All personnel and items of equipment available, or potentially available, for assignment to incident tasks on which status is maintained.

Technical Specialists: Personnel with special skills who are activated only when needed. Technical specialists may be needed in the areas of resource use, industrial hygiene, chemistry, or facility management.

Staging Area: That location where incident personnel and equipment are assigned and ready and are available for use on an as needed basis.

Unified Command: A method for all agencies or individuals who have jurisdictional responsibility, and in some cases, those who have functional responsibility at the incident, to contribute to:

1. Determining overall objectives for the incident.

2. Selection of a strategy to achieve the objectives.
